update to miRBase v19

SeqBuster and miraligner have been updated with miRBase v19. To upgrade to that version you need to get the tool from google code.
To install and update SeqBuster visit the following page: http://code.google.com/p/seqbuster/wiki/Installation

To move from sourceforge installation to google code:

1. keep the files you have in seqbuster folder: installed, seqbuster.op
2. get seqbuster again following the instruction of the above link at a new location
3. save the previous two files inside interface folder
4. Run SeqBuster as usual: http://code.google.com/p/seqbuster/wiki/seqbusterviz
